If you have not obtained Photoshop or Photoshop Elements for your Department due to cost, a free download is available that is equally as efficient.  Gimp is a software photo editing tool that allows you to accomplish essential image workflow steps such as resizing, cropping, erasing, combining multiple images and converting between different image formats.

I am still getting used to the workings of Gimp. Although it is free, it is not lacking ability. Tutorials are all over YouTube to help you move up the expertise ladder. Here is a pretty decent explanation. It was made when Gimp was in its 2.4 version. It is currently at 2.6.

On its most basic level Gimp is great for quickly erasing license plates and graphics from vehicles before publically posting photos to the web.
